How safe are our street children? Has Indian administration secured their future?

I often find street children either begging around the streets or they are voluntarily picking up the jobs like cleaning the passing cars. Many have been sent to school by NGOs. Yesterday (22nd June, 2017), I saw this girl with another child on her lap, is running after passing cars at Lower Parel in Mumbai. Still much more needs to be done. What's your observation?

It's not just the government to blame, people themselves are too. Many of such children are enrolled in school, but they prefer to beg than go and study. People live n streets but they have so many children, even if they are not able to feed them. I feel begging should be banned.
