What best can describe corruption?Is it bad state of mind of a person?Is it hereditary?Is it situations demand?Is it gateway to become rich?Is it poverty of a person demanding to do so? or it is habit that can not be changed? Let us find the best describe to it as this this bug is eating to society daily as a terrorist which we cant stop.

Its both.Basically if it is happening on something still people are the sufferer so directly to people.
