I think it takes someone with a mentally ill frame of mind to shoot people who are innocent and have nothing to do with him.

Mentally ill or angry or evil ... whichever opinion you have the truth is always the same. He didn't get the help and support he needed to be able to function appropriately in society. No sane person, however angry, wakes up one morning with the intention of mass murder, unless they've been brainwashed into believing they're doing it for the greater good {terrorists, for example}.

To shoot other people means you have a mental illness. A normal person would not do that.
