The need for checks and balances between IMF and the Swiss Bank

The Governments in different countries approach the World Bank for various loans for taking up / implementing developmental schemes and other activities in their respective countries. The World Bank is kind enough to sanction the said loans., Unfortunately, these loans are not being utilized for the purposes for which they have been sanctioned, though the World Bank takes note of such implementation by sending its teams. This in most of the cases turns out to be an eyewash. In most of the cases, the funds go into the Swiss Bank accounts of unscrupulous politicians Consequently, the loans sanctioned by the World Bank will only be visible to the people and is reflected of course, sometimes, if they are inevitable, in the budget proposals. This is leading to untold adverse economic conditions of the people. What is needed is the World Bank should take the list of accounts maintained by different politicians of a country before sanctioning any loan. It should also call for the source of income of the politicians, as well as the surplus or deficit in their bank Account. Otherwise, the World Bank will become a breeding center of corruption and fraud at International level by various politicians/Bureaucrats/Business people of the various countries. It will be solely responsible for the existence of poverty, food shortage, and various adverse economic impacts prevailing in different countries of the world.
