He insulted on the 1st Day of 2018

I was talking with my friend. Another person came to us and wished my friend saying Happy New Year Sir. But, my friend had shown scant respect to his wishing and was talking. I felt very sorry for that. He responded after a while which did not look nice.
Can we insult a person like this? I told him in clear terms as how he hurt another person. He had not taken it seriously and just evaded the topic.
Does it show any manners to not responding to when another person is wishing you?

that person who showed rudeness is so unbecoming of a friend. i won't be surprised if others will show him the same rude manner when he greets another.
