How to create online poll? / myLot

I have something with my friends, we have to poll out the issues, so I have to create some online polls, but want to put some conditions like:- 1) One person can not vote more than once in one poll.(IP address restricted for 1) 2) One person can choose only a certain number (not all options) 3) Result can be checked Can you suggest any better free online polling site?

I do not know free online polling site, I never thought to create an online poll.

I don't have what it takes to create a successful poll. I've tried to create polls at different and people dance all around them. I think I'll pass on creating POLLS and publish some other kind of content.
