I found a few more groups of animals with ODD names. My question is: Who decided on these names? I mean, who decided to call a group of larks, an exaltation? Who has the authority to call a group of storks, a mustering? Who decides on these things?? Why is a group of hummingbirds called a charm?

I do find most animal group names are head scratchers.
