Who Is Responsible For My Death?

This is nothing to do about my death! I was speaking on behalf of a four year old Girl living in a city near by the Capital of India Delhi!
She was four years old living with her mother and a teenager sister! She was sleeping in the afternoon.
The mother left the place for shopping and the sister left for tuition classes leaving the child alone, forgetting the fact that they are living in the tenth floor of the flats!
The girl child got up and found no one around she went to the balcony to see if she can see her mother or sister near by!
Since she was not getting a clear vision she has taken a plastic stool to stand on to have clear look!
Alas while doing slow the stool slipped and she came down to the ground to meet her death!
That is too tragic thing to ever have occurred!
But the big question is who is responsible for her death?
The mother and sisters who left the child unattended despite knowing the fact that she is living in tenth floor?
The government who has given the permission to build such huge buildings without any safety measures!
Or the builder who has not paid any interest in providing grill to the balcony?
Please think for a while before responding ! I would appreciate your responses to come to the conclusion Thanks!

My goodness!!!!!!!! I don't know how a mother could be like irresponsible and left the child alone without proper steps for avoiding any mishap. May be it is the child's destiny but her mother will be guilty in her whole life, just for her senseless act.
I will blame the family members alone as they know very clearly they are living such a height and her mother should have taken proper care of her child. The other things will come only next, may be we can say the builders not built the home with proper safety methods.

oh so sorry for the girl, i did not know this news..its the responsibility of the mother to take care of the small child..

I fully agree with you dear @prashu228 ! The poor mother did not do it deliberately and the accident occurred! But then some precautionary measures like fixing up the grills to the open balcony and teaching the child to stay away from accidental prone areas in the house by explaining them could have averted this accident! Thanks for responding!

So true ! Poor mother must never ever had the idea that things would turn so bad for her and to her daughter! It was a case of negligence by mother because of which the child lost her life! May the soul of the child rest in peace! Thanks a lot for your response dear @cintol!
