According to the state policy all children must go to school and no one should be detained in the class even if they don't qualify for the upper class. This policy of "all pass-no fail" has harmed children's development. However, there are arguments in support of this policy as well. Because of all-pass no-fail policy children have stopped making efforts to improve, for they know nothing can stop them from being promoted to the upper class. A rethinking by the policy makers is required.
How is the primary and high school education in your place? Do your schools have all pass policy? If for some reason a child doesn't qualify for the upper class how is he or she helped?

@franxav I'd forgotten until now but they also insist on students passing exams in the Tech Colleges. My friend's husband was having to pass engineering students when they were failing badly. He had to create easier and easier exams until they did pass. One day the authorities will wonder why so many bridges are falling down.

When I was in school you received a letter grade based on your overall number average on exams and other schoolwork. It was based off 100 being an A+ and below 70 score being a failing grade. Where is the incentive with a Pass/Fail system. Without striving for improvement and achieving your best your success has no meaning?
