Shutter shouldn't be half closed

This morning some of my mom's friends dropped by and one of them was a local official. He just told me this morning that one of the neighbor's tenant got robbed. It was hard for me to believe because their kiosk is right next to the shutter, and closed after 9 or 10 in the evening. Wrong! The Landlord's relative had set up their fruit kiosk right next to their canteen. And for some reason they kept up until late at night, often times they don't pack and closed at all. Leaving the shutter half or fully open late at night. And when ever I buy some snacks at 7-11, I pass right their building and the relatives are sleeping . I feel bad for the tenant who's sitting there talking to his wife and friends. Recently they got so busy installing a steel roof and yet they missed out on putting up a CCTV camera. Unfortunately, we don't have camera's as well which is one of the main reasons I slept late at night to guard the tenant's place. The dog also plays crucial role.
