The world cup Football is about to begin in Russia next month.
I read about an incident in the world cup football in 1982, held in Spain when West Germany and Austria deliberately played slow to keep out Algeria, which had earlier beaten West Germany from reaching to the second round.
The West German team took an initial lead of 1-0. But then they played slowly deliberately. There have been some more similar unfair incidents to manipulate the outcomes.

In sports it is not uncommon for teams to do whatever is necessary as long as they are not violating the rules. Sometimes they even do that and are caught. Although not in the true spirit of sportsmanship unless the rule is changed and enforced (if possible) then this practice will continue. Both teams do have an opportunity to possess the ball, if the team is playing slow then the other must pressure them and take the ball away.
I do understand your point about stalling and not playing to one's potential.
