Weather Confusion

More than once I've mentioned that I wanted to be a weather guesser in the Navy. In retrospect, it's good that the dream never came to fruition. I'm confused enough as it is. I don't need meteorology adding to it!! Earlier today a tornado watch was issued for the region as the remnants of Tropical Storm Gordon came through. The local news channels said that this wasn't expected to be an "outbreak," but would, instead, be more consistent with what is seen with tropical systems: spin-up tornadoes. Spin-up???? That's the "official" term for a short-lived tornado. It defies logic and gravity, though. Tornadoes don't form from the ground up (which is what "spin up" implies), but from the clouds down. Shouldn't they, then, be called "spin-down tornadoes"? Here's a video from You Tube labeled "small spin-up tornado." That doesn't look small, either!
