Yes, this is totally legit. And no, this wouldn't normally be tested as Presidential access. The Emergency Alert System (EAS) has been in place for many years. It was preceded by the Emergency Broadcast System (EBS), and CONELRAD, dating back to the 1950s. So far, I've never seen it advertised as a Presidential Alert. You typically only see them as severe weather warnings. They do the occasional test, which is clearly marked as a system test, not the President testing his reach.
