Is Mr. Trump doing justice on his visa reform plan?

Those foreigners who are working in the USA, have all gone there by showing there capability, proving their merit and so on. Now the American president is reforming the VISA rule. Is that justified? I think the USA will lose many talented people this way. What do you feel?
