BANNED or inactive?

Good evening! About more than a year ago, a banned user came back assuming a different username. I had a hunch he was this banned user who blocked me and another female user in his first account. In his second account, I blocked him.
Then his third username got banned but it is still here in my "followers' list". The latest users who got banned had their names permanently deleted now.
One user who has "the attitude" is inactive for more than a month now. Would this mean the user is not banned?
Hmmm!

i agree with you. just like when the father of my son was ''scrammed'' out of our lives. i uttered ''good riddance''.

i blocked a couple, but this one pertains to a user who was blocked by one, and this one also blocked me.
