I'm sure the troops will be happy to come home but I can't say whether we beat ISIS or not

Putin agrees with that and seems happy. Erdogan too, as he will be free to start again a war against the Kurdish who are(were ?) allied with USA and France in this war. For the moment France stays for the Kurdish. And the war against ISIS is not ended.

@JamesHxstatic And it is also giving the Middle-East to Russia. It is because we have a moral responsibility towards the Kurdish that we are keeping troops in Kurdistan. Trump has no morals.

We are doing nothing but are betraying the Kurdish people who fought so bravely against Isis. Turkey wants to swoop in and slaughter them. Russia and Iran will applaud Trump.

The world has again begun to separate. I would hope that based on the rise and fall of anger in the world, we would all stop for a moment and realize that anger doesn't solve anything.
The misguided reality of American Politics shouldn't do anything other than making the rest of the world smile.
As for withdrawing from Syria, that seems more a desperate attempt to regain lost popularity than anything.

I'm on the fence on it. I think it's good, but I also think it might be a bad thing because you never know if Isis will regroup and attack.
