Dog Days of Winter in Dallas Rant - Dog cries for his master and is ignored.

I hear the howling of a dog who is chained in the backyard by one of the neighbors. From morning until night, as long as I am within range, I hear the cry of that German Shepherd dog, who cries for his master to let him in the house from out of the rain and cold on a Dallas Winter day in 2019. As temperatures fluctuate from near freezing temperature to just a few degrees above it, rainfall continues to slowly make things wet in Dallas, Texas. Why would any dog owner be so terrible as to allow their dog to remain outside while he cries and howls so the neighbors can hear him? It is sad and I think there is a reason why some people do this. @lookatdesktop @DianneN Some years ago we had a neighbour across the street who had two German shepherd dogs. They also howled for hours. Besides that, they put their front paws on the top of the fence and barked at passers-by. Soon people only walked on the opposite pavement. The neighbours informed the police and the owner had to take the dogs somewhere else.

We reported a dog that attacked our dog (who was very ill with congestive heart failure), while I was walking him on his leash. That dog was untethered in his driveway. The police spoke to us when I called them, then made sure those owners of the nasty dog kept him tied up.

They are themselves acting like animals. I find their presence in our neighborhood quite disgusting.

Please call animal control. That is cruel for this dog to be out in the weather and chained that way. I'd love to tie owners like this outside like that and see how they like it.

I have reported it to the local authorities already but so far nothing has been done about it.
