Dog Days of Winter in Dallas Rant - Dog cries for his master and is ignored.

I hear the howling of a dog who is chained in the backyard by one of the neighbors. From morning until night, as long as I am within range, I hear the cry of that German Shepherd dog, who cries for his master to let him in the house from out of the rain and cold on a Dallas Winter day in 2019. As temperatures fluctuate from near freezing temperature to just a few degrees above it, rainfall continues to slowly make things wet in Dallas, Texas. Why would any dog owner be so terrible as to allow their dog to remain outside while he cries and howls so the neighbors can hear him? It is sad and I think there is a reason why some people do this.
