Something Legal in 20 States & D.C. is a Federal Crime? How does that work?

I just saw that when I was looking-up 'how many states marijuana is legal-in now' (20 for medical (licensed), 2 for recreational)---that--despite the fact it's legal in those places--it's illegal federally. Because there are federal laws and state laws. The AG can decide what should be prosecuted (see: kids in cages) The Republicans used to be all about state's rights and they are in some cases (their trial cases about limiting abortion to like 6 weeks and such) but for the most part they go with the feds.

So I guess they would base that decision on 'whether you were committing a crime against a state entity or -against a federal entity'?
