A dog is at our door

Today a dog appeared at our door. I don't know why he is here. He makes a lot of noise and here it's night. He cries, but I can't help him. He is lost or abandoned. I don't know what to do. Neighbors are bothered and I think that I will not sleep tonight. I am afraid of this dog. Maybe he wants to go out. But it's raining. I live in a block of flats. I have a cat and he scared my cat. I hope that neighbors will not be aggressive with this dog.

@marguicha Yes, I gave him food. But he wants his home.

@LowRiderX I think he is lost. He is a young dog, he seems a big puppy. But I don't have a car to take him to the vet. And he seems scared. He could bite me. Last year I was bitten by a cat and I had to do painful shots.
