Both but I think Bush can be more terrorist than Bin Laden because he invaded Iraq without even being sure that there were mass-distruction weapons there.

Bush is biggest Terrorist because Binladen had not enough technology to attack on america, but bush has Attacked on Town Countries Iraq and Afghanistan, and killed too many innocent people by the hand of his army in 2 countries, so this is proved that bush i biggest terrorist, Americans should stop him and withdraw their army from both countries. this is my opinion, thanks buddy
