Should drunkards penalised?

Hi! Well, part of the problem is with the legal system. The "three strikes you're out" doesn't apply. There are several times when a person who has been arrested for drunk driving many times often gets it pled down do first offense, which of course, takes the penalties of the law out. So, I think we have to start with the legal system itself.

we it depends what they do, if they do something like drinking and driving, then yes...if they cause too much of a ruckess then they are normally just taken in to dry up, then released. maybe a small fine just for being annoying.
