Should not discussions be rotated between pages ?

I have noticed that the same discussions are occupying the first page for a long while this evening.Given the general tendency of people to go into the discussions placed on the first page postponing the study of the other pages , especially the hidden ones , I feel that this is not equitable treatment to all discussions . This unintentional discrimination can be done away with activating a mechanism of rotation of discussions between pages so that all discussions have a turn of its own to appear on the first page . Your opinion please . I may be having some misobservation too . Please let me know with justifications.
