Bear burnt alive

Yesterday I saw in a TV News that a black bear was set into fire by the villagers in Kashmir valley because it has entered into their village!
The process looks so cruel, the bear could hardly do anything as the villagers were throwing pabbles and stones at him, and at the same time, they used a long torch to set fire.
The burning bear was roaming helplessly and died in pain atlast.
Four persons have been arrested, do n't they deserve capital punishment?

that is so wrong if you have to kill it shoot it by all means but not like this they do deserve a bad punishment

The villagers claim that they did not get assistance from the forest department and forest department says that there is not enough trained person to use tranquillizers.
