Genghis Khan was certainly one of the most genocidal leaders. Obviously in more recent memory the Nazi Holocaust is the best known but don't forget those religios campaigns of the middle ages such as the Albigensian Crusade that led to the deaths of millions of Cathars and their protectors in Southern France.
