You are asked for information by your bosses boss. you know that this information will make you boss look bad and most likely your boss will fire you over it.
you have two choices. 1. Give the top boss incorrect information and make your boss look good and keep your job or 2. Give the correct information out knowing it will most likely cost you your job.
This information, by the way, is extremely important and can affect the future of your entire City.
What would you do?

It is so unfair for someone in authority to put a subordinate in this position.
The questions you should ask your boss's boss is why he wants to know the information and to put his request in writing. Plus tell him that you want him to detail what repercussions you could suffer if you go over the head of your immediate supervisor. That way you are at least you are covered.
Then you tell the truth, no matter what the affect it has on the employment of you or your immediate supervisor.

I think I would tell the bosses boss that unless he can guarantee that I wouldn't lose my job that I wasn't answering his questions. Which would probably get you fired too. I just don't see how a boss could put you in the position to tell on another boss and telling could get you fired. Or else I would plead I didn't know nothing about it to ask someone else. You gotta look after too. If the city is in that much danger maybe find some way to annomously(sp) let the boss know whats going on. That way your taking care of the city and yourself too! You gotta take care of yourself because other won't do it for you but you shouldn't leave the whole city in danger either. Sounds like a bad spot to be in.
