Yes he is the best. He has proved himself with his films like Jurassic Park episodes, E.T. and many more. He concentrates more on the script. He sketches his characters in his unique way. No one can match his directorial skills. There is no doubt that he is the best.

While Steven Spielberg is one of my favorite directors and has won the Academy Award for Best Director twice, he isn't THE best film maker. He's of the best, I'd have to say, and he's definitely among the Top 10 of all time, but Sam Raimi, Martin Scorsese, George Lucas, and Ron Howard are just as good as Spielberg.
