How do you report someone? Are there any regulations on whats reportable and whats not?

hit the ! sign, you can report anything, but there are certain things they will take action on. I'm not sure of all of them, but any violation of the terms of service is something they will. That's why I report the people that abuse the system trying to just use it to make $.
