Do you have annoying neighbors?

I have these annoying neighbors who have like three bull dogs who keep barking all day. Anytime someone passes by their house, (actually it's not even a house, it's like a warehouse) the dogs run to the fence and start barking at the people that happen to pass by. One time I was walking near the house, and the dogs spotted me and ran up to the fence and started barking, trying to break the fence down, and to my utter horror, they broke the fence and broke loose. I was like five months pregnant at the time, and I freaked out. I thought it was the end for me, until one of my other neighbors came and helped me out. After that, I called the police to come and take care of the dogs, but by the time the police arrived (hours later) my neighbors fixed their fence and pretended like everything was fine and dandy. Since then, I'm too scared to walk passed my neighbor's house for fear of those dogs. And to add on to that, they're drunk all day, and always screaming and shouting at one another. I think they're running some type of drug ring or something, because they're up at untimely hours of the night, and in the morning, you wont hear them at all. And there's always cars passing by there, so I'm assuming they must have something of great value if people are coming at all times of the day to visit them. And at this moment, they're playing some loud rock music, that the entire neighborhood has to listen to unfortunately. I wish that they would move.
