I have used "Evrsoft 1st Page" for several years now. It has 3 different levels to build with, beginner, intermediate and expert. I love it. I think it was a free download when I got it, not sure about now. I do recommend it what ever the price maybe these days, it’s worth it!

Besides all the free online web hosting services that provide their own page creators on their sites, such as Geocities, Angelfire, etc., the best desktop program would probably be Microsoft Frontpage.

The simplest and easiest way to make a website is thru HTML....You just need to kno few basic tags to create a simple website

If you want to have your OWN website you can go www.1and1.com. They are the most used. If you want a blog with a nice and easy blog template, you can go to www.blogger.com.

i recomend you macromedia dreamweaver . It is very ease to use
