What is the differnce between "based" on a true story and "inspired" by a true s

To me,they are the same thing.

Based on a true story means that the adaption is as true to the facts as it can be. There's little artistic license taken, and not much is added to make the story more interesting. Inspired by means that some facts may be true, but a lot of liberties and creative license has been taken.

Based on a true story basically means the events and things that take place are relatively true to their happenings. Inspired by a true story means that something that really HAS happened inspired the events of the movie/article or situation, but many thing have been changed for dramatic effect (to make something more controvertial, dramatic, or things that attract attention and make a good story).
