Problems publishing newsletter

Trying to post an 8-page publication on the web as well as make it a PDF. Which do you do first, or does it matter? Also the center pages (4-5) are a double truck. Do this need to be handled separately. If so, I tried to copy and paste the double truck on a separate template and it does not seem to line up.
