I cannot change user accounts and password from controls pannel. It will not open up

try changing the settings by editing registry. if nothing works the u will have to reinstall

I think the user account you are using has been corrupted. Just log in as Administrator & delete that account & create a new one. Hope it will work without formating the system..

its better to format the drive and re install your Xp once again.
