How to get the EXPAND USER NUMBER at the time of verifying ur PAYPAL account ?

I have not recieved the EXPAND USER NUMBER. please some body tell me how to get the EXPAND USER NUMBER..coz otherwise am not able to activate my paypal account i mean to say its not verified.
