Terrible Twos! Any suggestions?

My daughter is turning into an evil little thing! I have tried to do everything I can. Time outs, she just laughs at me. I do not want to really spank her because I tried to do thta and she just thought it was ok to hit. But I am tired of her throwing herself on the floor and screaming when she can not do something or get something that she wants. I need some help here. Talking to her is not working either. Help me out please! Thanks
