How to encorage people to respond to ur discussion ?

What I do is go to "new discussions" choose topics that interest me and and respond to them with good quality and descriptive answers and would rate them positive. That will gave them a chance to see you first on their discussions and rate you back and will also encourage them to reply back to posted responds, and that will get their discussions active and moving.
