Both the Govt. and the public are responsible for the bad conditions of the roads. Govt. is responsible for this condition because of the following reasons: they don't do maintenance works regularly. In the cases where they do the maitenance works, all the people involved in the work - right from the very top level to the lowest - have one and only one aim- How to utilise such opprtunities as a money making means. Many people are immersed upto their necks in corruption. They are the least bothered about the quality of the work. Money flows out into the individuals' pockets and not for the road works. Poor works causes the road to be damaged again within the next 3 months. Again maintenance works are to be done and these people are happy and not the public who uses the roads. If a complaint gets lodged in these matters all the persons involved in the work will try to save each other because they fear that if one gets trapped all others too will. They can find out all kinds of excuses. The public is a donkey, they know! As far as the public is concerned they behave in such an irresponsible way that one day the road is repaired, the very next day they will dig it up for some work or the other. After digging up, it won't be properly repaired also. And they will raise not even their little finger against the corruption.
