paypal problems

I have a paypal problem, I can receive paymenst but can not send out my payments !! They saying I need to send a fax document !! I had contacted paypal and they give the wrong information !!I need help what do you suggest

is your paypal account an american account? if so, then i think you need to get it verified before you can spend any funds in your paypal account
