Cutting out a circle and pasting it into a circular frame

I am trying to cut out a face in a circle from a photograph and place it into a circular frame. When I do this the pasted version has a white square background. How do I avoid this?

Is this in a computer programme or using paper and scissors? Might be useful to knwo what software it is if its a computer one, but maybe its case of setting teh background to transparent?

Hi Nancy
Thanks for getting back to me. I use Paint Shop Pro Phot XI or Paint Shop Pro 7 and I do have a transparent background but when pasted onto a coloured background it still shows it as a white square. I want to cut out a head and place it in a Christmas bauble to hang on a Christmas tree on my magazine cover.
