Some children do cry due to hunger, due to overdose of milk causing stomach pain, may be due to some suffering which the child cannot tell. Mothers by and large tryout various things, but still they cannot overcome this problem of crying which disturbs everyone in the neighbourhood.

A lot of babies will wake up in the middle of the night and cry until they are soothed by their parents. She could be scared, hungry, or just alone. If it is loud enough to wake you up perhaps you could mention it nicely to your neighbors. They probably don't realize that anyone else is being disturbed by their child.
