perl...anybody,please help!!!

i'm newbie with perl script.i've tried to run the perl script before but failed.i just can't understand how does those script should be run. does anyone here would teach me steps by steps on how to build the perl script until how to run it..please...

First step is bashing line on the top of each perl script.
Second is that Your perl script must have executed chmod what is 755
If You wanna run it from Your PC Windows command line , then You must write next: perl scriptname.pl or perl scriptname.cgi ..
Also You must have Perl interppreter on Your PC
