Some secruity. The dog barks all day and all night, how is that security?

We know this guy that never brings his poor dog in the house and we have very cold winters. It has been 20 below here for at least a month.
When you ask him he says it is to keep intruders out, but that's a crock as the dog is no where near the house, is chained up and never stops barking. I don't see that as a deterent to thieves. They know his dog never stops barking.
I think today I call the SPCA on the guy.

That seems pretty cruel to his dog to do that, especially if the dog barks as you say. Worst part about the dog barking all the time, a thief wouldn't have to worry, because no one would suspect anything being wrong. If the barking becomes way too difficult to bare, you should be able to report your neighbor for disturbing the peace. Enough citations and they will take the dog to animal shelter. That is horrible to hear that the owner doesn't care enough about the dog to comfort it or train it to what is appropriate barking. I feel bad for the dog.

Awww... your description of that old dog reminded me - my daughter's boyfriend's family has an old dog too (a Chow) and they do everything possible to make him comfortable (it's sad but he's just not long for this world now). He's trained that, when he needs to go out, there is a bell hanging from under the kitchen counter. He goes over and "rings the bell" with his nose and they come and open the door. He doesn't even have to force out a bark anymore ;)

Well he either has the dog in the house now of the SPCA took the poor thing away. I don't see or hear the dog today. I can't see him taking it in the house so I would say they took it.
We have another dog directly behind our property and it is a big old brown and black dog. He/She has to be really old. When the dog is done doing busy he/she goes back to the door and barks. You can tell the dog is old by the bark, barely able to get a bark out.
They never leave their dog out so I like them. :)

It is really disgusting. I never owned a dog, but I know a dog is really loyal and the owners love their dog, seeing its own affection. But this thing should really reported to the animal right activists, never show mercy to these people. You should get their beaten up.

dog may be bored, scared and lonely. so the owner needs to do something about it or you have no choice but to call the authorities.

I feel so sorry for that dog! We have almost daily warnings on local radio, right now, about not leaving pets outside due to the cold. We've been in a real cold snap and it hasn't let up -- the kind that my family calls "stick your nostrils together cold". NO animal should be outside at the ongoing temps that you mentioned.
If that dog barks constantly, I agree with you completely - it's not a deterrent. If the guy has the dog for protection from thieves, is it going to protect him LESS if he brings it IN the house? What's he protecting from the thieves in the first place? His house or his yard? I guess he doesn't realize that his story has holes big enough to walk through! More power too you on that phone call, WebMann!

I would never leave a dog outside anyways, but especially in the weather we have going on this year. Even if they have a dog house it is most likely not heated.
We have a problem in our city with people that have vicous dogs and we are trying to get a law past that will protect us from them but also to have more control over those that have pets they abuse.
Our SPCA is really good here and they don't take any crap from anyone.
My son has his own dog now, he just got it from the SPCA, some one had abused her. I am proud of him for picking her. Well they called yesterday to see how it was going with the new dog and I told them about the guy with the barking dogs and they are sending someone to check it.
I would say by the tone in her voice they have heard of this guy before.
