No. The weather is beyond the airlines control. If they have to pay compensation for weather delays, they will just try to fly in bad weather to avoid paying. This would most definitely not be a good thing.
If the delay is within the airlines control: broken plane, lack of flight crew (this happened to my dad once, all the passengers were there no one to fly the plane), stuff like that, darn right they should pay. Actual cash too, not an voucher for your next flight. I don't want to be forced to use a crappy airline again.
