who has been arrested, is in prison, is suddenly denied his heart medication and then dies of a heart attack is there a way to file criminal charges against the North Carolina State Corrections, the Warden of that prison, and the medical staff and guard staff responsible?

This sound horrific to me! If someones life depends on a certain medication, and someone denies you that medication, I would say its getting close to murder. I would consult a lawyer about it for sure. just because a person is a criminal doesn't mean his rights for mediacal treatment should be revoked.

yes it is but as I am learning those who are corrupt will eventually fall. Which hopefully will happen to all those involved.
I am just not sure what steps I should take since this happened in another state. I would like to take file a complaint or something perhaps on federal level since it is a state level crime, but living in a different state I am limited in what I can do.
