Road congestion

In the Uk they are looking at introducing a system of road pricing.
The fees will vary at different times of the day. Drive on a busy road at 8.30am and it could cost you £1.50 ($3) per mile.
There has been an major protest and petition about this. But U fear that the government will do something radical to cut congestion.
What charging schemes and road congestion schemes are being used in other countries?
How can we stop road congestion?

You from UK ,you may be using the 8 way rodes for the transportation purpose but in our country we use only 2 way roads where all type of big vehicles are use for traveling ,can you imagine how much we loose

I am not a car driver myself but my wife is, i think this is a way of discouraging people to drive in town...Green Party.. but i believe it will hit the poorest first.
