Road congestion

In the Uk they are looking at introducing a system of road pricing. The fees will vary at different times of the day. Drive on a busy road at 8.30am and it could cost you £1.50 ($3) per mile. There has been an major protest and petition about this. But U fear that the government will do something radical to cut congestion. What charging schemes and road congestion schemes are being used in other countries? How can we stop road congestion?
