Take a nice warm shower. Not a really quick one either.
After you turn the water off but before you grab the towel, rub yourself with baby oil. Then pat dry.
You can also use good old fashioned petroleum jelly on dry skin (not fresh out of the shower).
To help keep them soft try to limit exposure to the cold or to extremely warm dry rooms. Both will suck the moisture right out of your skin. Don't take hot showers. Drink loads of water.

I naturally have very dry skin. However, since I can remember I have kept my legs fairly moisturized. I use a sensitive/dry skin shaving cream daily when I shave my legs. I also make sure to use lotion everyday, sometimes twice a day.
