permision from parents

is it advisable for a person to ask his parents before he/she tells his/her boy/girl friend that he loves he/she.

yes i think it is the right thing to do. afterall yoru parents are directly related to you, they are your parents not anyone others, and your joys adn sorrows will directly effect them. they should be consulted. in fact it is the best thing to do before going ahead and then being in a fix about what to do. but you have to sometimes discuss and convince them..
