civic life improvement

We find that even though our governments would like our civic life to improve and crores of funds are allocated for this purpose, the efficacy of implementation of the schemes are very tardy. This is mainly due to corruption. Human nature is of course selfish, but to take away much more than ones fairer share is behind this malice. Our rules also contribute to this disease instead of remedying it. We can not change the human nature so easily, but certainly the man made rules can be. However one finds that the rules themselves are so framed that they prompt one either to break them or to circumvent by using corrupt means. Why should not some thinking people apply their minds to this?
