Do noisy children attaract more negative attention than the quiet ones?

Why is it that the noisy child always seems to get into trouble even though he is not the naughtiest? Our neighbours have 2 boys. William is the naughty one but we never hear him. His brother has a loud voice and all you hear is 'WILLIAM, OPEN THE GA...TEEEE'. Or he is shouting about something else William has done. It seems to me the noisier the child the more negative the attention! It seems unfair!

THe noisier children is more prone to pampering & attraction freak. That is where the problem comes otherwise a noisier child is more lovable & one loves to talk to them.

I think so.. my middle child is also the noisiest and he always gets scolded. maybe ( as i observed ) the silent nes are more sensitive that's why we do not shout at them. maybe that's the reason why they are silent, because they do not want to be scolded.
