Mr. Vajpayee of course. The leader of a team is accountable to everything that his team does. Any corporate ethics manual will tell you that. Now the problem with Mr.Singh is that he along with his party blames some of his scapegoats for anything that goes wrong. Mr.Vajpayee wouldnt do that. And of course he was far greater a statesman than Mr.Singh or his boss.
