Best TV Tuner Card?

well if you want to record the tv playback....then according to me the best to go is..PCI tv tuner card it costs around 2250.... but if you want to see the tv without switching on the computer...then go for a tv tuner card named..."external"...but u cant record the tv play back there...n can only see the play...jus like tv
